Rationale of the policy

This ICT policy is formed in order to promote a focused, effective development and application of ICT resources. This will support the core mission and functions of the University through the following focus areas;

  • ICT Governance and Administration
  • ICT Infrastructure and Connectivity
  • Innovative and optimal acquisition of software
  • ICT system Security
  • Data Backup and Recovery
  • Optimal Usage of University Website and social media platforms
  • Open, Distance and Electronic Learning (ODeL)
  • Learner support services
  • Staff capacity building
  • Research, innovation and dissemination
  • Provision of timely information flow, which leads to effective and efficient institutional governance and management
  • ICT budgeting, funding and resource mobilization
  • Procurement and disposal of ICT equipment

Land use and Management Policy

Busitema University is a Multi-campus model University that was established by Statutory Instrument No.22 enacted by the parliament of Uganda on the 10th of May 2007. As strength, the university has vast expanse of land on each of its campuses, which ia an asset for socio-economic transformation of the university as a whole. Besides the planned infrastractural expansion, staff, students and the surrounding communities continue to cultivate the University's land. This is an indicator that there is pressure and competition for land resources.

Busitema campus is located approximately one thousand three hundred and ten (1,309.658) acres of land, Nagongera on approximately five hundred and eighty five (584.775) acres, Arapai on approximately six hundred and eighty (679.54) acres, Namasagali on approximately one hundred and eighty seven (187) acres, Mbale on approximately fifty (50) acres, and Pallisa on approximately twenty eight (27.804) acres. The total land for the six operating campuses is approximately two thousand eight hundred and forty one (2840.777) acres.

Land is one of the most sensitive, critical and very valuable resources in Uganda, Africa and the world over. It is the most basic resource in terms of space it provides, the environmental resources it contains and supports and the capital it represents and generates. The need for University tailored policy on land use and management cannot be over emphasized.

Busitema University land management policy will take into consideration, National legislation and policies regarding land. The constitution of the republic of Uganda, The Land Act and all amendments. The policy reflects the views of the University, all stakeholders without eroding the right of proprietorship which is vested in the University Council.

The policy contains, guiding principles for its development; the rationale for Busitema University land use policy; the goal and objectives of the policy, the legal framework, Land rights Administration, Land use and Management, Implementation of the Land Use Policy; conflict resolution and reviews.

The policy will lead to sustainable use and development of the land and its resources, hence benefiting the University, stakeholders, partners and the surrounding communities.

Operation and Maintenance of Assets Policy

Rationale of the policy

This policy is formulated to promote effective and efficient acquisition, operation, maintenance and disposal of the University assets. The policy will help the university monitor and manage its assets using a systematized management approach sustainability. The net benefits include but not limited to improvements in performance and productivity of the assets, increase in output and job satisfaction.

ANTI-PLAGIARISM POLICY

Academic integrity and ethical conduct a paramount in the pursuit of excellence to ensure proper conduct in the pursuit of academic objectives. As a university the plagiarism policy is directed towards ensuring that students, academics and other key stakeholders act in the most ethical manner in regards to academic material. The policy provides a guideline on how to identify, manage and deter acts of plagiarism from taking place. The university community and the academic fraternity must act in a manner that fosters research, innovation, outreach and sharing of key findings. This can be best achieved when they are policies in place to ensure quality and proper conduct of those pursuing excellence.

This policy is step in the direction of securing quality research and acts a guideline todirect participants in research to act in the most ethical manner. This policy works in accordance with existing policies and adds on critical matters to be addressed in terms of plagiarism.

The university management and the Directorate of Graduate Studies and Innovation have presented this policy to ensure that are efforts towards research are unified whilst creating an regulatory environment that stimulates innovation with clear regulations present.

Open Access to Scholarly Works and Institutional Repository Policy at Busitema University

Policy Statement

Whereas: Busitema University strives to promote industrialization and sustainable development through inclusive high-quality training, quality research, and outreach.
Whereas: The Staff of Busitema University is committed to disseminating its research and scholarship as widely as possible.
Whereas: This research and scholarship benefits the University, Country, region, and the rest of the world.
Whereas: Open access allows for the greatest dissemination of research and scholarship.
Whereas: The Staff recognizes the benefits that accrue to them as individual scholars and to the scholarly enterprise from such wide dissemination, including greater recognition, more thorough review, consideration and critique, and a general increase in scientific, scholarly and critical knowledge.
Whereas: The Intellectual Property Policy and the Research and Grants Management Policy at Busitema University affirm that Staff retain “copyright rights to academic copyrightable works”.
Whereas: The Government of Uganda has expressed interest in the practices on Open Access in higher education institutions through Uganda National Council for Science and Technology.
Whereas: Busitema University Library endorsed the UNESCO Open Access Policy as an acceptable basis for the Busitema University's own policy.
Be It Resolved that the Staff at Busitema University adopts and implements the following policy on Open Access as approved by the University Council on the 31st March 2023

Busitema Digital Environment for Access to Research and Scholarship (BDEARS) Policy: The Institutional Repository of Busitema University

This document describes in detail BDEARS Policy on Works that can be submitted to and stored in the BDEARS, the criteria for eligibility to deposit material along with the policy on long term preservation of material and quality control. The policy document also highlights the selection, retention and withdrawal procedures relating to research material held in BDEARS.

BDEARS is an initiative of the University Library. It contributes to the commitment of the University to support research activities. It provides an open access platform to capture, store, index, and distribute globally a wide range of research outputs, including undergraduate, masters and doctoral theses, produced by the university’s academic staff, researchers, staff in the administrative units, graduate and undergraduate students. The aim of BDEARS is to promote the University’s research profile by exposing Busitema’s research outputs online. This will assist in increasing citation rates and the impact of Busitema research and innovations.

BDEARS is a complement to traditional research publishing channels, not a replacement. It provides University researchers and graduate students with secure, stable and long-term storage of their Works in a centralized location. Download this policy

Action Plan for Teaching Information Literacy to Engineering Students at Busitema University

We at Busitema University, Faculty of Engineering and Technology believe that information literacy is a required element of a literate engineer. Engineering graduates must have the essential information literacy competencies to succeed as independent, lifelong learners in their careers and in all aspects of their personal lives. The guideline on teaching information literacy to engineering students at Busitema University emphasize the collaborative nature of information literacy: librarians and lecturers working together on teaching research and information literacy skills to students. This integrated approach to teaching engineering courses at the Faculty of Engineering and Technology will be guided by this action plan for the next two years (2022 - 2024). Our desire to empower student engineers become literate engineers is articulated in a six-point strategy that put great emphasis on improving online teaching and learning experience through augmented and enhanced collaboration between librarians and lecturers for impactful IL programming. Developing the Literate Engineer action plan, Busitema University Library and the Faculty of Engineering and Technology is demonstrating its commitment to excellence in its IL programming. Guidelines for Teaching Information Literacy to Engineering Students at Busitema University

Information competencies are a key factor in lifelong learning. They are the first step in achieving educational goals. The development of such competencies should take place throughout an engineering student's life, especially during their educational years, where librarians, as a part of the learning community and, as experts in information management, have or should assume the key role of facilitating information literacy. Through the creation - collaboratively between librarians and the engineering lecturers, of information literacy curriculum-integrated programmes, librarians should actively contribute to the students’ learning processes in their search to enhance or develop the skills, knowledge and values needed to become lifelong learners.
